Update the environment to use JupyterLab 4 and compatible extensions.

We'll need a release of the topbar extensions compatible with JupyterLab 4 first, from this repo: https://github.com/jupyterlab-contrib/jupyterlab-topbar

Seems to be behaving fine when testing with plasmabio/plasma#228.
